This stamp was issued to commemorate Queen Victoria's 60th year on the English throne. The "double head" design features two portraits of the Queen; one in her younger years and one as she looked towards the end of her reign. (Most likely both were somewhat flattering!)
The actual stamps were issued in values from 1/2d to five Dollars and complete mint sets are much sought-after by collectors of Canada stamps.
